Acceptance Procedure for Fire Protection and Firefighting Works
Step-by-step Implementation Process:
Step 1:
Organizations and individuals shall prepare all required documents in accordance with legal regulations.
Step 2:
Organizations and individuals shall submit the official written request for acceptance testing (via direct submission or postal service) to the Advisory Office – Fire Prevention and Fighting Police Department of the province or city.
Working hours for receiving acceptance testing requests:

Morning: 07:30 – 11:30

Afternoon: 13:00 – 17:00

From Monday to Friday (excluding public holidays)
For the Receiving Authority:
Based on the requested date or the date specified in the official document submitted by the organization or individual, the Fire Prevention and Fighting Police Department of the city shall conduct the fire protection and firefighting acceptance inspection.
If the department cannot arrange the inspection according to the requested schedule, it shall inform the organization or individual by phone and reschedule for another specific date.
During the Acceptance Inspection:
The organization or individual must prepare all necessary documents, duly signed and stamped by the investor, vehicle owner, contractor, and design unit. If the documents are in a foreign language, they must be translated into Vietnamese.

As for the as-built drawings of fire protection systems and related items, only basic content as required by the Fire Police needs to be translated into Vietnamese.
Step 3:
If fire safety conditions are met, the investor or authorized representative shall visit the Document Receiving Section – Fire Prevention Guidance Department – Fire Police Department of the city to obtain the Official Fire Protection and Firefighting Acceptance Certificate.

Direct submission at the office of the competent state agency.
Document Requirements:
1. Document components:

Fire prevention and firefighting design appraisal certificate and inspection report issued by the Fire Police.

Report by the investor or vehicle owner on the construction, inspection, testing, and acceptance of fire protection systems, equipment, and structures.

Certificates and documents of inspection for installed fire protection equipment and tools.

Partial and overall test reports and acceptance minutes for fire protection systems and components.

As-built drawings of fire protection systems and other relevant parts.

Manuals and maintenance procedures for the systems and equipment.

Acceptance reports for other technical systems related to fire protection.
All documents must be signed and stamped by the investor, vehicle owner, contractor, and design consultant. If written in a foreign language, they must be translated into Vietnamese. For as-built drawings, only basic required content needs to be translated.
2. Number of dossiers: 01 set.

No more than 07 working days from the date of inspection and testing.

Issuance of Fire Protection and Firefighting Acceptance Document.

Conditions for Execution:

If the construction quality of fire protection systems does not meet requirements, or the investor’s acceptance process is not in compliance, or the acceptance dossier is incomplete, the fire police department will temporarily not issue the acceptance certificate.

The investor and contractor must correct any shortcomings identified during the inspection and notify the fire police for reevaluation and certificate issuance.

Circular No. 04/2004/TT-BCA dated March 31, 2004 of the Ministry of Public Security guiding the implementation of Decree 35/2003/ND-CP. Effective from May 24, 2004.

Official Dispatch No. 121 C23(P3) dated February 27, 2006 by the General Department II – Ministry of Public Security on guidelines for fire protection appraisal. Effective from February 27, 2006.
